William Harold CECIL was born in Tazewell County, Va., January 17, 1853. In 1866 he removed with his father to Missouri, and in 1874 located at Mount Vernon. In connection with his brother, John CECIL, he established the Lawrence County Chieftain in 1876, of which he is now the sole proprietor and editor. He was elected clerk of the Lawrence County Circuit Court in 1882, and in 1886 reelected to the same position.
