The marriage to Phebe Ann is a "best guess" marriage and must be verified. There were intentions pub. 6 June 1868 for a James S. Perkins and Elivia R. Mixer.1
In 1870, there is a James (middle inital may be T) Perkins and Liva, with children Nelly, 1, and Fred, 9. "Liva" must be a second wife, as she is 20, too young to be the mother of Fred.16
