PAYNE, lawyer, Georgetown; was born in Howard County, Mo., December 12, 1843, and at the age of twenty entered Georgetown College, graduating in the class of 1866. He began the study of law here, and graduated from the Louisville law school in the class of 1867-68. He was admitted to the bar in 1868, since which time he has been in active practice. In August, 1870, he was elected County Judge, and re-elected in 1874, also in 1878, now serving his third term. By the Democratic party he was re-nominated for a fourth term, in 1882.
