COULTER, Graves County, county commissioner and deputy county clerk, was born August 15, 1861, in Marshall County, Ky. He is a son of C.C. and Belle (Archer) Coulter. The father was born in Graves County, is now practicing law in Mayfield, and is also engaged in farming. He has held the office of circuit clerk of Marshall County and master commissioner of Graves County. Our subject was appointed deputy county clerk in 1880, was elected county commissioner in 1884, and is still acting as such, and he is also chief clerk of the State board of equalization; elected to that office on the 10th day of June, 1885, and is one of the most deservedly popular men now in Graves County.
