HARRY INNES, was born in Caroline county, Virginia, in 1752. His father, Rev. Robert Innes, an Episcopal clergyman, was a native of Scotland, who married Catherine Richards, a native of Virginia. Two of their sons, Robert and James, became distinguished citizens of the Old Dominion. Harry Innes studied law, and in 1777 was employed by the Virginia committee of safety to superintend Chipel's lead mines for the purpose of securing supplies for the army. He was elected by the legislature of Virginia as a commissioner to settle unpatented land claims, and in 1782 became connected with the judicial history of Kentucky through his election by the legislature of Virginia as one of the judges of the supreme court for the district of Kentucky, and, in conjunction with Judges Caleb Wallace and Samuel McDowell, held the first court near Danville, November 3, 1783. September 26, 1789, he was appointed judge of the United States court for the district of Kentucky by President George Washington, and continued to hold that position until his death, which occurred in 1816. In 1792, on the admission of Kentucky into the Union, he was appointed chief justice, but declined to accept the office. He was president of the first electoral college of Kentucky for the choice of governor and lieutenant-governor; was appointed in 1790 to organize the defense of the frontier; in the following year was a member of the local war board for the western country; and was sole judge of the United States court for the Kentucky district until 1807, his decisions being subject to the reversal of only the supreme court of the United States. His name was involved in the Spanish intrigues on the lower Mississippi, but congress refused to entertain charges of impeachment, believing him actuated by the noblest sentiments of patriotism.
