LOUIS CONSTANS, a native of Montgomery County, Ohio, was born Oct 14, 1842, and is a son of Peter and Charlotte (Blessing) Constans, natives of Alsace, France, now Germany, who immigrated to Montgomery County, Ohio, in 1841 and in 1849 moved to Newport where Peter Constans established a brewery. Louis Constans was educated in Newport, and in September, 1801, he entered the Fifteenth Kentucky Volunteers as a private, but was mustered out as second lieutenant, having swerved through the entire war. He returned to Newport in 1867, was elected city treasurer, and also served as mayor of Newport ten months, when he resigned. He was elected city treasurer in 1879. In 1864 he married Miss Margaret Schraffenberger, a native of Germany, who bore him eight children. Mr. Constans is a member of the Masonic fraternity, of the Knights of Honor and also of the G. A.
