Declaration of Marriages

- Pulaski County, Kentucky began recording African American marriages in 1866. For those marriages which occurred prior to
- that time, a "Declaration of Marriage" could be made, stating that the couple " ...declared that they have lived together as
- husband and wife for the past ____ years, and still desire to continue living together as such...".

The first Declaration was made in August, 1866. The majority occurred in 1867, and continued through the early 1870's (with
the exception of Cyrenius Cloyd & Oates Dungans, whose Declarations were made in the mid-1880's)

Kentucky being for certain causes and considerations desirous to emancipate a certain negro man Slave named Joe about fifty years of age, formerly owned by Michael Buster. ...that I the said Bowene Goggin do liberate and set free the said negro man to all intents and purposes as though he had been born free. This day the 16 of January 1826. Presented in court 16 January 1826.
