HMC&E was responsible for the collection of Value Added Tax (VAT), Customs Duties, Excise Duties and other indirect taxes as well as managing the importation and exportation of goods and services into the United Kingdom until it was amalgamated with the Inland Revenue in 2005. The Waterguard has it's roots in the Preventive Water Guard service formed in1809 as the sea-based arm of revenue enforcement in the United Kingdom to combat smuggling. It was reformed in 1923 as the separate department within HM customs & Excise, responsible for the collection of Excise revenue and the detection of prohibited and restricted goods, from the passengers and crew of ships and aircraft, and other incoming travellers to the United Kingdom.
