Gahagans (Goaghan, Goghan, Geoghegan, Gaughan) documented as being born in County Roscommon in the 1851 England Census Records
The early years of the England Census records infrequently report the County of birth in Ireland, but notation of more than just the country becomes more frequent from the 1861 census on.
Summary of Findings: At this point I haven't found any Gahagans or variations of the Surname documented as being born specifically in County Roscommon Ireland in the 1851 England Census records. There were numerous Geoghagans documented as being born in Ireland (no County given) in the counties of Lancashire, Middlesex, Yorkshire, Durham, Cheshire and Wiltshire and numerous Gahagans in the counties of Yorkshire, Lancashire, Middlesex, Devon, Shropshire, Surry and Warwickshire as well as being present in the 1851 Scotland Census in Lanarkshire and the 1851 Wales Census in Glamorgan.
