History 101, The Act for Adventurers

After the Cromwell led conquest of England over Ireland, Cromwell devised ways to reward those who were loyal to the British crown and punish the Irish land owners who refused to bow to a foreign ruler.

Before the invasion began, Cromwell calculated through his "Act for Adventurers" that his army could loot enough valuables from Ireland to pay for the action. In reality it didn't work out as planned.

The estimated cost of the invasion was �3.5 million and of that cost the Cromwellian forces managed to loot from banks and other treasures only about �307 thousand for a shortfall of nearly �2 million.

That left Cromwell without sufficient funds to pay his 35,000 soldiers and numerous financiers from England and elsewhere.

Cromwell decided to pay his soldiers and debtors by stealing Irish land and giving the land to them, but first the owners had to be evicted from their lands and transported elsewhere.

So the first step in the plan under the Resettlement Act of 1652 was to identify 'rebel' landowners, meaning the Irish landowners who refused to bow to the British Crown, for clearance from their ancestral lands. 

The 105 most guilty of the landowners, mostly Irish Chiefs, were subject to execution, banishment, or transportation.

The vast majority of others who not shown "constant good affection" toward parliament, were subject to several levels of land forfeiture and/or transplantation to Connaught.

After deciding who had to move, "Transplantation Certificates" were issued to those who had to vacate their homelands and move so Cromwell could steal their land and sell or give it to others.

Under the Cromwellian plan, landowners who had not shown "constant good affection" to parliament during the war forfeited their estates.  Those not responsible for massacre or aggravated rebellion would remove to Counties Galway, Roscommon, Mayo, or Clare, where depending on their degree of guilt, would receive two-thirds, one-third, or one-fifth of their former lands.  

Step two in the plan for resettlement was executed in 1653 when the English Parliament set aside four Ireland Counties, Carlow, Cork, Dublin and Kildare as land owned by the British Government.

Step three was to set aside ten Ireland Counties, Armagh, Antrim, Down, Laois, Limerick, Meath, Offaly, Tipperary, Westmeath, and Waterford for division between the adventurers and soldiers, with more land to be stolen from other counties if necessary to meet the total obligations.

Step four, a tripartite Civil Survey, by jury inquisition, gross estimation, and mapping supervised by William Perry, was ordered.  

In January 1654, 1,500 adventurers began dividing their halves of the ten counties by lot.  In this way 1,043 adventurers received 1.1 million acres, 5 per cent of total profitable land, largest beneficiaries being London merchants who paid off other investors at reduced prices. 

The 33,419 "debentures" issued to disbanded soldiers, approximated Irish land at the same act rate as adventurers and investors share rates. Things didn't work out and many were left with less or none of their share at all.

A third prong was aimed at removing the Catholic population completely, leaving most of the land for  British Protestant settlement. Though that plan was supported by protestant radicals, was successfully opposed by the old Protestants ( pre-1641 settlers ) who recognized the negative economic effect that total dislocation would cause.

Evicted landowners had to move with their servants, dependants and moveable goods, by 1 May 1654 (extended to 1 March 1655).  The commission at Athlone checked levels of "guilt" while a second, at Loughrea, was responsible for allocation of land.  Further allocations became increasingly arbitrary as administrative resources fell far short of covering the costs of the operation.  

In June 1657 the process was for intents and purposes complete, even though many received less than their entitlement or nothing at all.  Some land owners originally deemed liable to total forfeiture had used bribes and influence to obtain land in Connaught. Others ordered to transplant had just refused to leave their land, despite threats of punishment, along with 1,130 other landowners transplanted to  Connaught, received a total of 700,000 acres.

NOTES:

1. The level of animosity between the Protestant and Catholic communities in the 1600s was much less than it is today.

2. Judging from the list of transplantees below, not all land was stolen from Irish people. Among the names are liberally found Lords and other British citizens, as well as remnants of the old Norman societies who settled in Ireland after the Norman invasions of the twelfth century and Viking people ancestry from the Viking strongholds of Waterford, Wexford and Dublin were numbered among the transported as well. Cromwell by all accounts was an equal opportunity robber baron.
