JAMES M. RIGGS , son of JOHN A. and ORPHA RIGGS, was born six miles north of Winchester, in Scott county, the 17th of April, 1839, where he resided, on a farm, until the 16th of December, 1864, when, having been elected sheriff, he removed to Winchester, where he still resides. On January 1, 1868, he was admitted to the bar, and on the 1st of May following commenced the practice of law. December 31, 1868, he was married to LILLIE B., daughter of Dr. L. and EMMA L. BERRY. November 8, 1872, he was elected to the legislature, and on November 5, 1872, was elected state attorney.
