Minutes of HM Council: 25 March 1697

At a council table holden in the Sessions House in St Georges on Monday the 25th day of March 1697. Present:

On the late news of a ffleet of ffrench consisting of twenty shipps and two corne shipps being arrived at the Leeward Islands and the repeated threatenings to attack these islands, itt is ordered that an embargo be laid on all vessels now rideing in or which shall arrive or come to these Islands untill such time as his Excellency the Governor and Council shall otherwise order. Whereas severall persons inhabiting in these Islands have used and accustomed to go out to sea in the boates to speake with shipps and vessesls appearing in sight; which may probably prove very hurtful and dangerous to these his Majesties islands att this present conjuncture. Itt is therefore ordered that from henceforth no person or persons whatsoever in these Islands either by temselves or servants or slaves presume to goe and speak with any shipp or vessel comeing in sight of these Islands without leave from His Excellency the Governor or the Captain or Justice under the forfeiture of tenne pounds by each owner of such boate so offending ffor the publick use of these Islands to be paid into the hands of the Treasurer of these Islands on demand and on deniall or refusall the same to bee leavyed by warrant from the Justice of the Tribe wherein such offender shall inhabit by distresse on the  offenders goods and chattels. And that all persons themselves or servants so going out in boates or being fishing who shall see any shipp or vessell as aforesaid shall forthwith make the best of his way to land to give notice thereof to his Excellency the Governor or the Capt or Justice of the next tribe and receive his instructions therein under the same penalty.
