Minutes of HM Council:  May 2 - 9 1715

Att a Council  holden at the  House of his late Excellency's Residence in St Georges on the 2nd May 1715.

This day three members of the House of Assembly came to acquaint this Board that the house was mett according to order and that Coll. William Tucker their Speaker was absent and this Board being very desirous that his Majesties service should not be delayed, Therefore it is directed of this Board that the said House of Assembly do proceed to elect a Speaker upon this emergent occasion. And the said House of Assembly came and presented Robert Burton Esq. as their Speaker which his Honour the President approved of on behalf of the Crown.

This day an address was sent from the House of Assembly to this Board praying that they would consent that the charge of sending a dispatch for Great Britain to acquaint his Sacred Majesty of the death of the late Governour Henry Pulleine Esq. to be paid out of the powder money which this Board consented to accordingly.

A Vote was sent from the House of Assembly in the words following: May 3rd 1715. By the Assembly...

It was Voted that Capt Richard Jennings, Major Perient Trott, Capt Jeremiah Burrows, John Jennings Esq, Mr Nicholas Spencer, Capt Samuel Rayner, and Capt Nathaniel Butterfield be a Committee to treat with the Honourable Benjamin Bennett Esq. or any other p.son who they the Committee think proper for his or their vessell to go to Great Britain to carry a Pacquet. Who at their return acquainted the House that they had treated and bargained with Coll. Benjamin Bennett for his sloop Ann to carry the Country's Pacquet to Great Britain for the sum of Ninety Pounds money to be paid before the sloop sails from these Islands and that the said sloop shall be ready to sail from hence in eight days after this day and the said Coll. Bennett to deliver or cause to be delivered the said Pacquet clear of all charges to such pson or psons in England as the same shall be directed. Put to a vote whether the return of the Committee be the opinion of the House. Carried in the affirmative. Ordered to be laid before the President and Council humbly desireing their concurrence. Thomas Bostock, Clerk. To which vote this Board consented.

Ordered that Major William Stone have the liberty of the Island near the Ferry called Coney Island according to an order of this Board dated the 30th November last. And that Anthony Williams who lives on the Island be paid L3.122/ out of the Powder Money in Capt George Tucker's hands. And that the said Anthony Williams have the liberty of takeing his Cabbin off the said Island or to sell or dispose of it to his own use and that he do remove his family from thence forthwith. And that Coll William Outerbridge have the liberty of six months to remove his salt house from the said island.

A message was sent from the House of Assembly desireing a conference a Committee of the Council with a Committee of the Assembly relateing to the subsistence of his Majesties Independent Company here which was agreed to accordingly.

A Conferrance being had last night, a Committee of Council with a Committee of Assembly relateing to the subsistence of his Majesties Independent Company here, the House this morning sent to acquaint this Board that it was agreed by both Committees for Mr Thomas Parsons to supply the said Independent Company untill Christmas next, and if it should happen that the subsistence be not paid according to the Muster Rolls to be transmitted then the said Money to be paid out of the Publick Treasury of these Islands to the said Mr Parsons or his order and to be allowed and paid interest proportionable at the rate of ten prcent untill the said money be fully paid which this Board agreed to.

An Additional Clause to an Act Instituted An Act for Prolonging the Act Instuted an Act to Supply the Difficiency of the Several Funds in these Islands for and towards the Building a new house for the present and succeeding Governours here, Passed.

The House of Assembly do concurr with this Board to Joyn with them in an humble address to his Sacred Majesty to address his said Majesty to advance the Honourable Coll Benjamin Bennett to this Government again.

Upon reading an Address from the House of Assembly setting forth the great want of Ministers here for a long time to supply the vacant Benefices, which give them cause to fear that the several Transmitts upon that account have miscarried, desireing that this Board would be pleased to reiterate the former representations of the unhappy circumstances of these Islands and that the great want may be supplyed with two pious Ministers which this Board readily consented to.

This Board hath agreed with Mr Thomas Parsons of these Islands, Merchant, to advance 28 pounds pr month for the subsistence of his Majesties Independent Company here, to comence from the 20th April last and to the end  20th December next if occasion shall require.

It is appointed by this Board that a Court of Chancery be held on the 23rd of this instant May by eight of the Clock in the morning at the Sessions House in St George's receive motions and that a Proclamation do Issue out forthwith of the same, that all p'sons concerned may have notice thereof. And also it is appointed on the said 23rd May a Comittee of the Council, vizt: Capt Thomas Brooke, Coll John Trimingham, Lieut. Coll. Wm Outerbridge, Lieut. Coll. Samuel Smith & Capt John Peasly to meet a Comittee of the Assembly to confer about building a house for succeeding Governours to live in.

An Address form the House of Assembly was this day sent to this Board shewing that the Castle Forts and platforms of these Islands want reparations to the value of 40 pounds or thereabouts, praying to this Board to consent that the charges of the aforementioned reparations may be paid out of the Powder Money in Capt George Tucker's hands which this Board consented to accordingly.

Thereupon it is appointed and desired that the respective Commanders of the Castle and Forts doe forthwith proceed to amend and repair them according to the prayer of the address and to bring in their bill when the work is accomplished in order to be paid for same.

Ordered that a Commission be forthwith made out for Mr Daniel Tucker to be Justice of the Town and Parish of St Georges. Ordered that the soldiers have liberty to cut wood for their fireing on the Island comonly called Brangman's Island and no where else. Ordered that the Clerk of the Council do give notice to the Comittee appointed for the passing the Publick accounts to be in Town on Tuesday come fortnight to inspect the said accounts.

The Assembly adjourned to the first Monday in September next.
