Minutes of HM Council: Monday 5 October 1696

Att a Council table held at the Sessions House in St Georges on Monday the 5th day of October In the yeare of our Lord 1696.

On reading a writeing or paper this day delivered by John Rawlins unto Charles Minors, Clerk of the Council, from Mr Isaac Richier directed to his Excellency John Goddard Esq his Majesties Lieutenant Governor and Councill.

It is unaminously the opinion of this board that as to the outlawry and proceeds in the same writeing mentioned relateing to Governor Trott, and that hee the said Isaac Richier bee referred to the opinion of this board of the fifth of August 1695.

And as to his and his Securities Opinion about the bond offered unto his Excellency the Governor, this board are of the opinion as on the Third day of August last And itt is ordered that the said Capt Stephen Crow, Mr Secretary Trott and Charles Minors do againe waite on the said Isaac Richier with the Bond lately offered by them from this board to know whether he will enter into itt or not. And that hee forthwith make his positive answer about nameing his Commissioners and take deposition according to the forme offered.

Memd.  In pursuance of the order of this dya the said Capt Stephen Crow, Mr Secretary Trott and Charles Minors waited on the said Isaac Richier to receive his positive answer about the bond, whereof the forme had been by them offered to him. To which hee the said Isaac Richier replied That hee could not att present gett his Security Whereupon the said Mr Richier was then acquainted that his Excellency the Governor condescended to offer by the said persons sent as aforesaid. That if the said Isaac Richier would give any one person with himself of the value of a share of land or of the repute of being worth about Three or Four hundred pounds in these islands That hee would accept of htem And the said Isaac Richier replied That hee could not procure anyone att present But desired time till this day come seaven night: Also Mr Secretary Trott informed the said Isaac Richier that the Governor would upon such security restore all his goods or the value of them.
