Thomas Ellis petitioned the Louisa Court on November 15, 1805 for permission to build a water grist mill and a dam across the "North Fork" Pamunkey River, now North Anna. He stated that he was the owner of land on both sides of the river and that the "mill" is to be in the said county. Permission was granted on January 13, 1806 and for over 150 years the Ellis mill across a portion of the counties of Louisa, Spotsylvania and Orange has the served the purpose for which it was built.
