You should check with your local library. My library in Bel Air, Maryland is able to rent National Archives Microfilm from the Family History Lending Library in Salt Lake City, Utah. I'm charged $3.25 per film, which includes postage, and return postage. The period of use for me is 21 days, then the library returns it.
